The story gets odder. In the drama it is revealed that EA revenues have greatly increased through fees paid by the water companies. The impression given in the drama is that inspections haven't increased despite that and that it is odd to have a regulator relying for its funding on those it is regulating.

Time will tell whether the cash pile will be used on inspection and enforcement. Is this a genuine initiative to force Water Companies to clean up, or political greenwash?
