You will broaden participation by reducing commute times. I started cycling again because it saved a lot of time on my commute - 20 minutes or more (each way) at the location I was living at the time. Once I'd started to commute by bike, I started using it for other things. Having said that, the CS9 route they have chosen is not about reducing commute times. If it was, they would have put it along the A4, as it would be several minutes quicker. Private cars will be priced off the road anyway at some point within the next 10 or 15 years, depending on how long driverless cars take to become a reality. With the ability to to get an Uber (or equivalent) at half the current price, people will start using cars to make journeys they would currently make by other means. The mayor may pre-empt this by introducing road pricing, or road pricing may come later due to public demand after everything is gridlocked - but either way road pricing will happen. |
