| Sorry to be the fly in the ointment, but I have to reluctantly oppose the placing of a French Market on Turnham Green. Please let me explain. In April 1998 Hounslow Council's hived off Leisure Services Department, CIP, deposited Moscow State Circus on Turnham Green during Holy Week. The following few days were one's of chaos. The Green was damaged by heavy vehicles, services at Christ Church were interrupted, chemical loos were emptied by the circus operators into public sewers in broad daylight and there were justified criticisms of both the noise and the smell of hot food prepared by the circus people for sale on the Green. The whole matter was taken by residents of Arlington Park Mansions, Heathfield Terrace, Devonhurst Place and Heathfield Court to the local government Ombudsman, who, after months of detailed deliberation, found in the residents favour. As part of the Ombudsman's settlement it was agreed by the London Borough of Hounslow, amongst other things, to prohibit the preparation of hot food by commercial users of the Green. This measure was undertaken not only to prevent the spread of litter, but, also, to ensure that gusts of wind did not carry food odours into the properties of those living adjacent to Turnham Green. My fear with the French Food Market is that it would want to sell hot food on Turnham Green and this would lead to a direct violation of the 1998 Ombudsman's settlement (a copy of which, I believe, can be obtained from Mr. David Beattie of Arlington Park Mansions or Mr. Ian Sanderson of Heathfield Court). Also, judging from the French food market frequently staged outside Hammersmith Town Hall, there would possibly be not just a little 'smoke' resulting from the preparation of fresh crepes and the like, but, in fact, a great deal. If this were to be the case, it just would not be fair to those living around Turnham Green and, as their elected Councillor, I would have to represent their interests. I believe the same would go for my colleagues Samantha Davies and Peter Thompson. I do not want to be a killjoy on this issue, and I agree that French Markets can be great fun - in the appropriate location. My greatest concern has to be for the welfare of the residents in the immediate vicinity. |
