'Less money is being collected in fines because motorists are becoming more aware of the penalties. ' Are you sure about this? I thought the decline was due to greater restrictions being placed on Councils by central Government including a ban on mobile camera enforcement of parking and mandating longer allowable waiting times. Motorists have been aware of the penalties for a long time now and I don't think it is likely they suddenly have just got wise in the last year or so.
