The Mayor of London has powers to 'call-in' planning applications which override local decisions. In this instance - and sorry as I am to have to defend him - Curran had no say in the matter. I do think though councils and the Mayor are in an invidious position, they are constantly criticised by the Tories on the London Assembly for NOT building enough housing - and then we all whinge when they do! I think the biggest problem is that the building of homes - especially flats, is that the infrastructure is not in place to support the influx of more and more people. But the planning system doesn't work like that - to have one in place before allowing the other to happen.
