The numbers given were fascinating and completely undermine the claims that parking attendants don't have quotas they have to reach. The Council are quite clearly monitoring closely the tickets issued by each attendant so they are under huge pressure to dole out as many as possible. It is not surprising therefore that they game the system and focus on areas where signage is confusing to maximise their score and that they regularly come into conflict with the general public. It is worth remembering that these poorly paid individuals are not the real villains in this thoroughly disreputable system.
