The PPA route is not really any different to anyone paying for pre-application advice, which is very much the norm these days. And it is important to stress the PPA route doesn't have any bearing on the actual decision, it is merely intended to provide more certainty between the parties as to the timetable for determination. At least that is the theory - a former client of mine once entered into a PPA with one London Council for a significant sum of money incorporating both the pre-app and determination stage, and to me it was a complete waste of money, although to be fair the client 'faffed around' so much that it was inevitable. |
