Only if you're looking at a few houses out of the 18 that form the row known as the Tomlinson Villas (391-425 CHR). 391-407 have 3 storeys, 409 has 2, 411-413 have 3, and 415-425 have 2 storeys. This pattern of varying roof lines is described in the planning officer's report as "providing a unique rhythm and variety in the street scene. Given that there are other examples of two-storey detached villas of a similar scale, style and design at 419 and 421 Chiswick High Road, it is considered that the existing scale of [409] is not incongruous in its wider setting." It is this wider setting that has driven the decision to refuse, not lack of time as Philippa suggested. Personally I think it is misguided to elevate the almost random sequence of buildings into some sort of artistic perfection that can't be tampered with, but that's one of the dangers of a Conservation Area. I hope the Tennants will appeal. |
