The right turn from the left lane in Melbourne is only applicable to some junctions where there are tram tracks in the middle of the road.

They used to call it a "hook" turn because right turning traffic went to the left hand lane, waited for a green on the road they were turning into, then turned right.  This was to reduce the chances of a car stopping on the tram track or colliding with a tram.

(I know this because I lived in Melbourne for a few years and took a driving test there! Residents needed to get a local license and you needed to sit a test as they didn't accept exchange of non-Australian licenses)
