I watched some of the questioning of the Heathrow mafia in parliament last week. If they go ahead with expanding Heathrow it will be a joke as they could not commit to meeting any of the stipulations by Davies on noise or air pollution, ruling out a fourth runway or no night flights. They tried to fudge it. If the government accepts their vague promises eg 'I am confident we will find a way through that' and gives them the go ahead it is crystal clear that they will ignore all the stipulations, and then, when it is in operation and they fail the noise and pollution criteria, start planning a fourth runway and continue with night flights, the government is hardly going to shut it down. Another element of contention which I believe is still to be resolved is who will build the increased infrastructure to get to the airport - around £6 bn to £20 bn depending on who you believe. The government has said Heathrow must pay and Heathrow say the government must pay. The protests if they give Heathrow the go ahead including judicial reviews will be a major headache for the government and Heathrow. |
