It is getting ridiculous - the inefficiency of the system seems to be part of a deliberate attempt to increase revenue. Don't assume because you have bought and paid for a permit and are overdue for delivery that any PCNs will be refunded. Hounslow will argue that your obligation is to display it, not to own it and they reject nearly all appeals initially whatever their merits in the hope you will give up and pay. |
