Previously they had to pay £30 per permit as opposed to the standard residents' charge which is £80ish now.

This doesn't seem to me to be a subsidy as they wouldn't necessarily be using the permit with the same regularity as residents. The permits are non-vehicle specific and don't seem to be overused. 

I can't understand the assumption that all of the staff and visitors to the Vihara are driving. Presumably like any organisation a significant proportion can and do take public transport but there will always be some that can't due perhaps to a lack of a viable option, the need to transport equipment or infirmity. It seems to me that 15 permits for what can sometimes be a very large congregation would represent a small proportion of staff and visitors.

There hasn't been the suggestion from anyone sensible that there has been misuse of the permits and, as others have observed, I've never heard a complaint from anyone who lives in the area about parking from the Vihara.

To classify them as a business is preposterous as they are a non-profit volunteer-run organisation. They obviously won't be able to afford £800 per permit particularly as that would be vehicle specific so would be too inflexible to be practical for them. To apply for a business permit you need to present a non-domestic rates bill from the Council which the Vihara won't be able to do.

If they don't buy business permits then the net revenue to the Council will fall by £450 a year just from the Vihara. The total loss of revenue is several thousand because of there are about 600 of these permits issued borough-wide.

Removing the permits doesn't raise any extra revenue (and if it was really about this why not just raise the permit charge) so it seems to have been done for ideological reasons i.e. a belief that the state shouldn't fund religious organisations.

The problem is that this isn't a centre exclusively used by Buddhists. For instance blood donation sessions are regularly held there. As a precaution many people would be driven by a friend and the Vihara could give out permits to all them to park.

This seems to be a measure that does no measurable good either in terms of extra revenue for the council or benefit for residents (even if you accept the rather dubious premise that the Vihara is not in any sense a resident). The potential harm is very apparent.
