Tony Bull, I am confused.  I have spoken with different borough councils concerning the Animal Boarding Establishment Act vis-a-vis animal daycare centres.  According to them, it's an interpretation of the law. Since daycare centres do NOT board overnight, daycare centres do not have to be regulated by the Act.  Dog walkers whose business is primarily to walk dogs and boarding secondarily,  is also under no obligation to be covered by the Act.  Wandsworth Council I believe was the first London Borough to introduce licensing of professional dog walkers.  No bad thing, as far as I can see. Will Hounslow Council follow suit?
