I was confused about licences for dog walkers, so I looked it up - apparently they are only needed in the Royal Parks, including Bushey - see http://www.telegraph.co.uk/lifestyle/pets/9979662/Professional-dog-walkers-hit-with-300-licence-fee.html But as I understand it professional (ie people who get paid for it) dog walkers should have insurance, and the insurance will stipulate how many dogs can be walked by one dog walker at a time.   Other than that, councils can make their own rules, I don't think there can be any for Ealing and Hounslow as I frequently see six to ten dogs being walked by one dogwalker at a time.
