Probably worth looking at this in a London context rather than simply Chiswick - the question I was trying to ask Boris on Friday was why the capacity improvements to local tube lines are now extremely late and overbudget but the developments go ahead anyway. No one appears to be minding the shop on this one. The question isn't so much overdevelopment, as London lost a lot of population it's only just regained, but whether there is any significant attempt at co-ordinating population growth and the growth of services - since the police and fire services have been cut, the NHS has been seriously mucked about with (and is trying to close hospitals for, er, property development) and school place provision has been replaced by ideological lunacy I'd assume not. One other issue not much mentioned is that converting offices to residential use is now virtually devoid of planning controls, which means fewer local workplaces for all the new residents or anyone who needs to set up a business. Again, breaking off all the legal ways by which local authorities can shape development appears to be senseless and likely to lead to bad outcomes. |
