If you discover the firm and their details, you are perfectly within your rights (if you registered with TPS) to take action against them for calling you. The DMA (Direct Marketing Association) would be able to help. The main issue these days is that there isn't any global legislation that can cover those calling from overseas, only those that come from the UK/UK firms. Any firm who buys your number and calls from a UK firm, should by law, cross reference it with the TPS list and remove those listed - but many firms are still not doing this.
