Its exactly that. My wife and I did it to prove to the Council that the holes were illegal and dangerous. If a car hits a hole which is illegal and damages a tyre or a shock absorber you can sue the Council. If a car swerves to avoid a hole and hits a child on a cycle as almost happened in a street neat me) the Council would be accountable for the accident.  You need to measure the holes and send photographs or you won't get any action from our dimwitted Council.
