One of the many problems with this funding model is the London has ended up with most of the investment. That is because there is a tolerance for higher fares and therefore less subsidy is needed for expansion. This has progressively accelerated the imbalances in our economy. We should be moving to a model in which railways are seen as a public investment and built to encourage economic growth not to be a by product of it. This is unlikely to be something that this government will do.
