More the knee-jerk reaction of Labour politicians to nationalise things. I recall it was subsequently established that Railtrack's finances were in rather better shape than Stephen Byers, the Transport Secretary, had claimed and he subsequently had to apologise to Parliament for giving factual inaccuracies to the Select Committee.
