There is certainly an artificiality about the way the system is organised but I would say that the reason is that it has suited governments for the last two decades to disguise the extra public liabilities that have been taken on by the expansion of our railway network. The Tories will also argue that the private sector is better equipped to handle the growth in provision. Personally I think whether it the system is privately or publically run is not the most important issue. What we should be focusing on is how much of the cost of expansion has fallen on passengers. For environmental reasons this has to change and the government needs to realise they have to subsidise public transport more heavily. If at the same time they tackle the vested interests that are limiting the effectiveness of the network, particularly the RMT, then the gains could be huge. |
