'The fact that the government underwrites the railway companies' industrial disputes removes any encouragement for the companies to come to any agreement with their staff' That's true but it is probably a calculated move by previous government run things this way. That way the company appears to be the bad guy. This government cares less about how it appears and perhaps recognises an opportunity to appear tough on the unions. Northern Rail has just been taken into public ownership and SWR may be next. However, the Tories believe in privatisation and therefore it would probably be best to assume this is a temporary move.
