John,

In many ways you're entirely correct, I just feel that sometimes you're damned if you do (because the majority of people who turn up do so just to have a moan and the developer gets little useful feedback out of the exercise) and you're damned if you don't (because then the public complain that the developer hasn't attempted to consult with them at all).

And, as I've said previously, given that there's no change of use proposed is it appropriate/relevant to the planning merits of the application that more details of the proposed client group were provided ?.

Of course I openly admit that I don't buy into the whole 'Localism' concept the Coalition are trying to promote - an unrealistic dream of a utopian society where everyone lives in perfect harmony, has the same ideals and the local authority has an endless supply of resources...
