As Cllr Thompson has said the whole policy and approach needs reviewing.
If somebody is caught speeding for going 5 miles over the speed limit versus 3 times over the speed limit , the penalty must be different. 

It’s simple justice and common sense.  The current regime is oppressive and incompetent.

It also creates a lot of work for Councillors who have to fight the cases. Not fair on them either.

And yes, every time it’s a waste collection day there is a trail of litter on the street as a result.  Including envelopes. We just have to clear up after them. While we clear up the leaves.
