Shocking no one has mentioned the overflowing bin in the first place. Seems Hounslow's underperformance or lack thereof is part of the problem. Why are they not being held to account for failure to collect? Surely that is the root cause. Otherwise everything would be contained properly. Clearly it wasn't. And rarely ever is. Just watch the trash in LBH bags collect by the LBH bins on the High Road. People are supposed to leave trash in their homes because LBH can't sort out collection???

Issuing a fine of this magnitude is absurd. Intent is clear. This woman tried her best. She did not fail. The system failed her. Pointless punishment for a well-meaning individual.
