The statement referring to active travel initiatives referred to 'listening' while the statement referring to 'CPZ-style consultation' just referenced LTNs.

As mentioned in the link you provided, Fishers Lane is a cycle scheme, not a LTN.  "This will form part of a strategic cycle route eventually linking East Acton to Chiswick and to Cycleway 9 on Chiswick High Road." No reference to LTNs.

There has already been a period of formal consultation.  There was a statutory 6 month consultation following the Experimental Traffic Order and the local authority has up to 18 months to make a decision from the date of the ETO.

Consultation responses are just one part of the decision making process.  The council is only obliged to consider objections, statements of support are superfluous.  It was also interesting that in the Hounslow consultation responses where they have published the data, the responses were heavily skewed towards older age groups and certainly weren't a representative sample of the population. 

All this along with traffic data and alignment with council policies will form part of the decision.
