Michael, I was quoting Peter Mason directly - he said 'initiatives like LTNs' in his press statement. I think he would find it very hard to say that didn't include Fisher's Lane. Of course you may be right as the camera revenue will be hard for him to give up.

The latest I can find on the Ealing Council web site is 'there will be a further period of formal consultation before any permanent traffic orders are made'. So, although I bow to your greater knowledge that a consultation is not necessary, Ealing seem committed to undertake one. See link below:

I can't find any details of a report on the final review of the scheme following the ETO - has that actually taken place? If the consultation you refer to is the one run through the Commonplace web site this seems to confirm opposition in the range of 70%

The licence clearly wouldn't depend on Ealing and presumably even Hounslow's licensing panel wouldn't have the power to stop a coffee van being granted a licence on safety grounds if their own transport team didn't lodge an objection. If the Fisher's Lane closure hasn't been made permanent then it would be inconceivable to me that the transport team wouldn't object because the safety concerns that some might dismiss if access is restricted become overwhelming if the road fully reopens.
