Not much training required. They just need to be present to deter hooligans on mopeds and lycra bums riding on pavements and jumping red lights etc. They may have to assist pedestrians hit by cyclists and so on so perhaps some first aid training is required. They can be trained to issue traffic tickets and control traffic when there is congestion.
