Maybe the councils need to do what they have done in Brighton. In their CPZ's the have a few streets that form part of a CPZ, not a massive area. They count the number of bays - and offer only the number of permits to fill those bays corresponding to those houses. Friends of ours moved to Hove 14 years ago and really liked a particular house, however, it didn't come with a parking permit, because the local streets were already full and 'permit'ted' to the eyeballs. This is probably a good way of doing it. It is probably annoying that the councils suggest there are for e.g. 200 spots in a particular zone - but the majority of those spots are not near the mass of properties, so it seems like there are plenty of spaces, which there are, but you don't want to be walking 3 or 4 streets away - just because there is space. They should try and do on a street by street basis with some crossover - no idea how - but it works in Brighton/Hove.
So - if in STOG there are x number of permits for the W4 residents in the streets outside their homes - they get them, once they are all purchased, only then can they offer any for sale in nearby streets, if there are spare. |
