Whether or not he recognised your car amongst the thousands that he sees every week, the claim is not that you haven't paid for a permit. It's that the permit wasn't displayed, which is an absolute legal requirement. So a PCN would be expected if, say, the permit had fallen out of sight, but why remove the vehicle to the pound? It could only be in order to keep the bay for residents' cars. Did they check their database of cars with permits? If not, or if they did and still removed the car, you may have grounds for appeal against the removal. Take a camera with you to the pound, and if the permit is still visible from outside the car, take a photo of it, and try to get one of the pound staff to witness you doing that before you get in the car. Let us know when you find out what has happened. Also of interest with an eye on a possible appeal is at what time they removed the car. Was it during the controlled hours of zone B? |
