So they get 73 MSPs who are directly responsible to their constituents and can be chosen on the basis of who they are, and voted out likewise, and 56 whose election is dependent on the party lists and who cannot readily be removed by the voters. It helps make up for the disproportionate number of votes to MPs experienced by UKIP in the UK elections, but it still leaves a lot of control in the hands of the party machines. |
