I do hope that you find something and your father gets an outing.  My elderly parent often refers to the flat as his prison...  We have a folding wheelchair which is mainly used for hospital visits because of the lack of seating and long corridors and waiting.  It is hard as mobility gets more difficult.

Does everybody who needs to keep the wheelchairs unfolded then have a specially adapted car?
