I had the same problem in Richmond Borough some years ago and Richmond Council were fantastic. The issued an Abatement Notice and forced them to install a new extractor fan which I believe cost about £10K. However, you are in Hounslow Borough and they are not in favour of issuing Abatement Notices. Too much like hard work!
