I have the same trouble with noise from my neighbour he's an incessant D.I.Y.er as soon as it's a fine day all the tools come out and the noise starts - he has a workshop at the back where our living room is - I have had to bear it for the last 19 years! I finally got in touch with the council - its the environmental department which you need ( same for smells ). If anything is a nuisance then there is a fine of £5,000 for domestic & £20,000 for commercial - phone the civic centre.
