Because it is likely to be three times the height whereas the other buildings mentioned are not inconsistent with the heights of existing towers in the area.

Not sure if your concern is an accident or a terrorist incident. An accident seems a marginal concern - Kai Tak managed to be incident free despite planes having to weave through towers of this size. If you are concerned about a 9/11 style attack this again seems unlikely. Most planes will be making their landing approach as they pass this building which would mean any would be terrorists would have to gain control of the plane towards the end of the flight and remain undetected. The fuel tanks would be nearly empty which would mean the explosion would be less devastating than the ones in New York.
