"I wonder if the residents' association committee will petition Hounslow to have the tree replaced (and all the other ones that have disappeared/died over the last few years)?"

There should be no need for a petition for a tree that has recently been cut down.  Hounslow Highways (who are now responsible for street trees) say that they will replace any tree that they have to remove.  However, Hounslow Highways inherited the street tree population from the council, and say they have no responsibility for replanting trees that the council cut down before the start of the PFI but did not replace.
