Maybe you just forgot (?) the bit where the dog tried to bite the cyclist, which is why the dog received a good hefty kick. The owner posted that here, and claimed that it was all the cyclist's fault for "getting too close to his dog".
And how do you define "if someone frightens your dog..."? Do I frighten it by walking past it? or getting too close? (how close?) Maybe by wearing red shoes? Who knows? We can't ask the dog because they can't talk, so I guess it remains a mystery. What if a young child or toddler unsuspectingly "frightens" your dog?
And if you know that your dog is likely to snarl, or snap (I guess you mean "attack", right?) then put a flipping muzzle on the thing when it's out in public, and it can't snarl or snap at anyone. Easily solved.
