Yes it's a coalition government, but actually a conservative govt with a pretty yellow hat.
'Everybody says we want to mess up the NHS, and the voters don't like that'

'But we can't do that. Obviously we have to mess up the NHS otherwise the big healthcare companies and consultancies that finance our party will be grumpy'
'OK, here's my wizard wheeze. First of all we'll put that clown Lansley in charge of it so we can use reforms to waste some money and mess it up. Secondly we'll get Pickles to cut the money to councils so they have to cut social care budgets. That'll help mess up the NHS because the hospitals won't be able to discharge anybody, but we can blame the councils!'
