Steve - what mess are you alluding to?

Could it be the  complete failure in 2010 of the incoming Labour Administration to build on the cost reduction programmes and processes successfully put in place by the Conservative /ICG Coalition?

It was obvious at the time that Labour were surprised to find themselves re-elected. They were consequently completely dependent on Hounslow Officer to come up with any ideas at all.
