|The council have no idea who puts out only one sack so it's the same rule for all.|
The crews know though since they're the ones who are collecting it.
Perhaps they're using practical common sense?
It's easier and quicker for them to throw a sack into the truck than it is to use a bin lift.
If there's nothing in sacks to attract foxes there's no problem.
If there is perhaps they wouldn't.
