Whatever the complexities of Arts Council funding and Watermans the next few years are likely to see considerable pressure on the amount of money they can give out. Any institution reliant on grant funding will find forward planning very difficult and there is a danger that a new arts centre opened now will become a white elephant. The Bush Theatre is not really an equivalent and it also will face challenges over the next few years. A cinema will be popular and self-supporting (or at least the financial risk will be with Curzon). The Council weren't obliged to consult but even if they did and even if you set aside financial considerations I think you'd find residents would have opted for a cinema.
