"a lot of people don't." To be fair, people in London earning less than the average UK wage aren't buying property, because they've been priced out by the lunacy of current housing policy.  Moreover, they certainly aren't buying houses worth the best part of a million quid, and I suggest that any start we could make towards reducing the lunacy and returning to a housing policy that puts actually being able to afford shelter over the nonsensical concept of 'worth' might start with considering their needs rather than that of accidental millionaires who'll no doubt be along to tell us that all their housing capital gain was their hard work even though quite a lot of it happened when they were asleep.
