Hi Trudie - yes, if you opt out of having a wheelie bin then the black bags will not be collected. Several people have emailed me to say they only have a small carrier bag of waste each week which would take several weeks to fill a black bag. They would then take that to the tip. Not ideal for everyone, but at least you don't have to have a wheelie bin in your front garden if you are prepared to make alternative arrangements. I intend to do that.

I will also get in touch with Steve Curran to see if it is possible not to have the bins in an area, such as the Glebe Estate, where they are clearly unsuitable and unpopular.
