There was part of a programme on this a few days ago and it was advised to keep paying the rent but engage the relevant council dept as it was thought that if the situation went higher up the process you could prove that you did not breach your part of the contract (to pay) and the landlord had. However, if a tenant has thought already to make plans to move on even if the faults start to be rectified this might not be the best option. |
