"Surely an honest cyclist would only lock his to another bike if he knew he was a) not going far, and b) only going to be a few mins" In fairness, it is possible to lock a bike to another bike by mistake. If someone is feeding a D-lock or cable lock through a bike frame and stand they may not notice they have mistakenly got another bike as well. My first thought would be suspicion of a scam, however. |
