In my view it is preferable for taxes to be used for in-work benefits for low paid workers than to pay people to do nothing. At least those in work have the opportunity to develop and progress. The tricky bit is whether employers are taking advantage or whether they would have to cut those jobs if they had to pay higher wages...a bit of both I guess. Glad I'm not a politician.
