When I said cost I meant labour and materials but you are quite right to make the distinction with what is actually billed and by whom. A saving only could be realised if there was enough slack in the in-house capability to take on the extra work. If not more staff would need to be taken on on a permanent basis which would end up being more expensive. The number of trees that need replacing is unpredictable so to say this change will save money is speculative. To guarantee a saving there would have to be an acceptance that there was a maximum number of trees that could be replaced each year. |
