Steve, I feel that I should correct you on something you just wrote.

As far as I know, the driver who caused life changing injuries to a pedestrian crossing the road in the incident linked to below has never been located and prosecuted.

That's not to say that the vast majority of hit and run drivers involved in incidents as serious as the one just described aren't eventually apprehended, just pointing out it isn't always 'easy'.

More difficult of course with apprehending cyclists who hit and run, but it would probably be considerably easier to get away with cycling around with a fake registration id attached to your cycle, then it would be to drive around with a cloned number plate.
