Yes, I think that's right. If you are in a queue of traffic waiting for the lights at the A4 junction, you are only stationary "owing to the necessities of traffic" and hence there would not be a contravention. If your car has an automatic stop-start function which shuts down the engine when stationary but keeps the air conditioning running, that is also allowed, because it prevents any exhaust emissions while you are waiting. |
