You haven't understood it then.

The judge ruled that TfL could not start construction of the scheme because Westminster had not given their permission for their section.

Westminster said they hadn't made a decision because TfL had not provided modelling results they said they would.

However even if TfL had provided the modelling, Westminster could easily have come up with another excuse not to agree the scheme.

The judge disagreed with TfL's argument that they could start construction because TfL had presented the benefits of the scheme as an entire route, rather than separate sections which would still have value if they were implemented.

As I said, the only relevance for CS9 is that Hammersmith and Fulham and Hounslow need to agree the scheme, which everyone knew anyway.

Even then, TfL could start on the Hammersmith gyratory section without Hounslow's agreement as that section has already been consulted as a standalone project prior to CS9. 

It remains to be seen what TfL will do for CS11 but they could produce plans without the 450m of the route in Westminster, demonstrate there is value implementing the route along Finchley Rd and Swiss Cottage and then start construction as they already have approval from Camden.

The route would come to an end when it reached Westminster but that already happens with other cycle routes (for example Howland St in Camden to New CavendishSt in Westminster) because Westminster are one of the most anti-cycling boroughs.
