TfL has won 3 previous judicial reviews trying to block cycle schemes so all this demonstrates is that each case is decided on the evidence. In this case, the judgement was that TfL couldn't start construction until it had approval from all Highway Authorities involved with the scheme.  The judge didn't agree with TfL's reasons why they wanted to start. It remains to be seen what TfL will do, but they could republish the plans excluding the 450m in Westminster and demonstrate there is still value in the plans to improve walking and cycling along Swiss Cottage and Finchley Rd given Camden has approved those plans. The only relevance for CS9 is that Hounslow and Hammersmith and Fulham need to approve the plans which was always blatantly obvious anyway.
